Under these circumstances, and after having allowed him to remain in Hospital from 29th July to 12th September, I deemed it advisable to send him to England by the cheapest route, as it was impossible to turn him loose in a weakly and destitute state, on the street.
This was in accordance with the advice of the Acting Colonial Surgeons.
I enclose a Memorandum of the money paid from the Colonial Treasury in connection with the case, and I must leave it to Her Majesty's Government to decide whether in the first place the action of the Chief Judge and Consul at Shanghai was proper, and in the second place whether this Colony should bear the expense arising out of their action referred to.
In conclusion I may add that the Keeper absconded immediately that I directed enquiries to be made as to his position and authority to act with the alleged Lunatic, and that after two Chinese attendants were employed to take him to England.
